ESPR and digital product passports

The Ecodesign for Sustainable Products Regulation (ESPR) is a framework. Requirements for each product group, including whether it needs a digital product passport, are set in delegated acts. As of 29 Sep 2026, no product-specific delegated act has been adopted.

Who is affected

Manufacturers, importers and distributors of products in a product group, once the delegated act for that group applies.

Which documents are required

  • As a rule, a delegated act applies at the earliest 18 months after its entry into force, unless an earlier date is duly justified (Art. 4(4)).
  • The Commission was required to set up a digital registry of product passports by 19 Jul 2026 (Art. 13(1)). The registry rules are set out in Commission Implementing Regulation (EU) 2026/1778. Our connection to the registry has not been built yet.
  • A digital product passport service provider may not sell, reuse or process passport data beyond what the service requires, unless specifically agreed with the economic operator (Art. 11, second subparagraph). The passport must remain available, including after insolvency or cessation of activity (Art. 11(e)).

How we support it

  • The system stores unique product identifiers and a registration status for each passport. Packaging does not need to be registered in the EU registry.
